This is just my view on learning web design and development. There are plenty of excellent free tutorials on the web. Learn the basics of PHP/MySQL (or your preferred scripting language) and download an Open Source CMS such as WordPress or Drupal. Jumping into such open source projects will make a huge difference. There's a huge community of developers contributing to these projects and will help out with your questions. And yes of cause, Google is always there with most of the answers.
